Report on the OPEC model 2017

From 29th to 31st of March 2017 Gubkin Russian State University of Oil and Gas (National Research University) in cooperation with Moscow State Institute of International Relations hosted the student’s OPEC Model 2017.

Model was organized by the activists of Gubkin University SPE Student Chapter and Scientific Student Society of International Energy Business faculty together with the students from MSIIR “World Energy Economics” club.

While modelling, participants reproduced organization work, demonstrated diplomatic, leadership and declamatory skills.

Main event of the first day was official opening of a program with welcome speeches of Maximenko Alexander vice-rector of Gubkin University in international programs sphere, Zolotukhin Anatoly principal counselor, director of Gubkin Arctic Oil and Gas Technologies Institute, Guliev Igbal vice-director of International Energy Policy and Diplomacy Institute within the MSIIR.

After the opening ceremony Valery Bessel, executive vice-president of the “NewTech Servises”, expert of the Federal Duma Energy Committee, Gubkin University professor, held a master-class “Estimation of modern oil and gas industry”. Last event of the first day was solving a case: “Saudi Arabia declared leaving procedure from OPEC: what’s your country position?” All participants were divided into teams to act for the chosen country. Expert commission was headed by Diana Tyrtysheva assistant specialist from the department of Strategic FEC Management at the faculty of International Energy Business.

After final preparation of their decisions participants presented and approved their positions by feasible arguments. As a result, expert committee marked two main nominations – “Most credible decision” and “Most original decision”. Moreover, additional rewards were given to members of two delegations, who showed high level of competency and creatively different approaches for proving their opinions.

Winner in nomination “Most credible decision” – delegation of Russian Federation, “Most original decision” was presented by the Kuwait delegation. In additional nomination “Special judges’ attention” – victory was given to the Iran delegation, in nomination called “For creativity in limited timeframes” – UAE delegation.

Second day was considered as a main working day of the Model. Proceedings were hosted at the MSIIR within the frameworks of 4 separated committees: Taxes and legal regulation, Assignment of quotas, Sustainable development, Global geopolitics.

At the first part of meeting each participant on behalf the chosen country declared a list of thesis in accordance with committee agenda. After presenting their positions students took part in formal and informal debates, discussing most complicated and urgent problems. As a way of finding a compromise a lot of issues were investigated with some interesting solutions and coalitions were formed as a result. Second day was finished by the enactment: till the next day each of the formed coalitions had to provide their project of the final Model resolution to the committee expert for verification and further debates.

Last day of the Model was also opened by the proceedings of committees. After experts had made their conclusions about the probability and corrections of resolutions, the discussion started. Each coalition was participating in formal debates. A consensus was reached as a result of meticulous diplomacy and intellectual work the project of unified resolution was chosen after some specified changes. This was the main achievement of the last Model’s meeting: each committee accepted the final variant of resolution.

The closing ceremony started with the master-class from Eugene Satanovsky, expert of Middle East politics, professor of MSU and head of independent scientific center “Middle East Institute”. He told about prospective of the OPEC union in the era of geopolitical, religious and other conflicts. Then, General Secretary of the OPEC Model 2017, Elena Rybkina, congratulated the participants and performed acknowledgements.

According to the Model rules, each committee organized an anonymous voting for the title of “The Best delegate”. The results were shown at the closing ceremony: Sustainable development - Vitaliy Myimarov, Gubkin University, Taxes and legal regulation Anastasia Ivanova, MSIIR, Assignment of quotas Denis Kalinin, MSIIR, Global geopolitics Arseny Kirgisov, MSIIR. They were awarded by the certificates and memorable presents.

Noticeable impact on organization of Model was performed by the Gubkin University staff: Lyudmila Stydenikina PhD in Economics, senior lecturer of the Strategic FEC Management, vice-director of International Business School, vice-director of the Russian Energy and Geopolitics Institute. She provided a significant support in preparing Gubkin University participants, worked as an expert and recommended useful literature; Ksenia Efimova (MTM-16-03) – Model’s curator from Gubkin University SPE Student Chapter; Sahil Swami (XT-13-05) – head of the Assignment of quotas committee and Model’s curator; Anastasia Shiryaeva (БМ-14-04) head of the Global geopolitics committee; Egor Shorokhov (БМ-14-04) head of the Taxes and legal regulation committee; Pavel Zuev (ВЮМ-16-11) expert of the Assignment of quotas committee.
